Perona from the anime One Piece was part of the Thriller Bark arc, she fought against many of the One Piece crew, until she met her match Usopp where he is unable to be defeated by her ghost attacks. In turn, he figures out her trick when Bartholomew Kuma sends her flying. This cosplay focuses on her flying ghosts and amazing gothic look.

Indeed, I think most likely using plastic or paper, then adding the eyes and mouth to the white background. Seems like a really simple way of doing it but very effective.

If the One Piece crew had trouble beating her they should have called Peter, Ray, Winston and Egon.
